Smaller ISPs reliable ?

Many of those in that top 10 are well known and respected providers. You usually get better customer support, but you pay for it.
Unless you have special requirements PlusNet are worth considering. I wouldn't let their relatively low placing in that chart put you off too much.

Plusnet are BT in all but name, price and support - the support is better.
I'd recommend Zen or Xilo as smaller ISPs. AAISP are fantastic too but expensive.
