I'm looking for the smallest case that can take an atx motherboard with a noctua NH-U12A is there anything like this?

NH-U12A is a bit under 160mm?
Then some of these:
Kolink KLA-003 about 26 litres, max 335 GPU
Jonsbo U4 about 30 litres, max 305mm GPU
Raijintek Thetis about 28 litres, max 280mm GPU
Some of those may be hard to get hold of. I generally prefer wider cases but for under 30 litres and full ATX, they have to be narrow...

Big fan of Raijintek thetis here, I've modded mine so orientation is right way round. Like a normal case whilst using SFX PSU.
