I don't believe so... As a matter of fact I believe its an OC version. I checked all the specs and it seemed to be on par or better than quite a few cards. ;)

Nope , Same specs as a full length GTX 1070 , just on some mini versions they down clock them a very little amount on core /memory than the full size GTX 1070s , hardly anything to stop you from getting one .
the Gigabyte gtx 1070 ITX as 5.1 phase power , more than the original founders full size blower GTX 1070s that only had a 4.1

The Gigabyte GTX 1070 ITX in my Sharkoon QB One ITX Case

Yes i can see where that would fail in a spectrum case :)
The Sharkoon QB One ITX Case , i got my Zotac 980ti amp 3 fans 310mm long card in just
Good things about Sharkoon QB One ITX Case are ....

(1) 2X USB 2.0 front & 2X USB 3.0 front
(2) Bottom case panel easy to rel to under the motherboard where the back plate of the CPU cooler & M.2 SSD ,without the need of taking all hardware /motherboard out.
(3) Case height about the same size as the SG13 & can fit a CPU Cooler like the Phanteks PH-TC14S , The Top case panel slides on fine
(4) All the panels have easy thumb screws & rel easy take off & put back on , also come with dust filters .
(5) being a little longer than say the Silverstone SG13 , Allows for better build & room , less restrictions on CPU cooler hight & better air flow,
(6) if you use a SFX PSU from silverstone or corsair , the case already fitted with SFX PSU adapter plate & Can take off if you go with a fULL ATX 140mm PSU Non-modular
(7) can just fit up to 310mm card slotting from the front
(8) all case panels well air vented.
(9) Can fit 120mm fans under top panel & a 80mm on back
