SMS 2003 - defaulting adverts to NOT reboot

I have a customer who still uses SMS 2003 for patch and apps deployment. I've been asked if it is possible to setup SMS so that the default action is to supress reboots on all adverts. currently the default is to reboot when required by the package being deployed.

any ideas?

When you say current action is to reboot when required, are you saying that SMS is set to perform the reboot, or that the software installer performs/initiates the reboot?
