SNR dropping when phone is off hook.

Im having a weird broadband problem. I have my computer connected to a phoneplug upstairs, which is microfiltered, and downstairs is the house phone which is also microfiltered. Ive normally got a SNR ratio of 14-17. But ive noticed that when the phone is off the hook, the SNR drops to 0-4. Ive tried multiple variations of microfilters, but no combination stops the problem. Any idea what could cause this?
 
Ive tried 4 in total. 1xBT filter, 2XExcelsus filters and a very new(Came with my router) Netgear filter. They all seem to have the same problem, but to varying degrees. The BT filter when plugged into my computer line, pruduces loads of noise on the phone, so im fairly sure it is dead.

Edit; If they are dead, what could cause this? Could a surge on the line cause the filters to be killed? And why is the SNR only affected when the phone is off the hook?
 
Woho, ive finally got it sorted. Ive just bought 2 XF-1e filters. Reading some information, its seems many of the free and cheap filters arn't actually up to the job their designed for. Some have the dial tone wire wired up wrong for example. After a bit of research, it seems the XF-1e is one of the best filters available. So if anyone else is having signal problems, it might be worth investing in decent filters.
