Sky, although I just realised that I had my cloud storage backing up at the time (bloody boots with windows, forgot about that), so it doesn't feel as slow, even though it now hits 6Mbp/s and 0.5Mb/s upload. Latency is still pants at 67ms though.

You might need to contact sky and ask them to reduce your interleaving delay. I think they call it gaming profile or something. This'll shave 25ms off your ping time at least. You won't get fastpath with Sky so don't expect sub 20 pings.
When sky activate a line for broadband they always start at 4Mbit/0.4Mbit and over the first ten days it should increase until it finds the best speed, given your line length and line quality. I started on 4 as well, it's now running at 21 so don't be too concerned at this early stage.
