so what controls my cpu fan speed?

specs are in sig and i'm using the stock intel cooler on my 2180. a few weeks ago, when i first got built my pc, i did the whole overclock/priming for 12 hours. and there is a bios option called something like "cpu smart fan control". this was set to disabled - and the note said "cpu fan always runs at full speed"......... so i assumed this was in effect.

but today, i've been playing a game and my cpu fan has now become much more audible - so i checked everest to see it's spinnning at 2700rpm - i can't remember the original figure but it was nowhere near that high? so the fan speed quite obviously isn't fixed like i thought it was - and why didn't it spin up faster when stress testing a few weeks back? is it because ambient temps are higher? :confused:
