im looking to seriously overclock some athlon xp chips.
what do you suggest as a good cooling setup, i am open to any suggestions although i have never even had a watercooled pc, what would give me crazy overclocks?

Well on air, the best cooler you could buy would be the Gigabyte G-Power Pro or maybe the Big Typhoon.

Not sure about water - never done it myself, so can't comment, but if you were serious about clocking, then this would give you far better results than cooling with air.

// EDIT // Well technically, those are the best ones that are easily available. The Thermaltake XP-90 is generally considered to be the best ever.
