Software based traffic shaping/monitoring?

Hi all,

I have a phone line and internet, which my housemates use, and contribute to.
Several however take advantage of the situation and download constantly, all the time.

The router we have is a Sky router without any monitoring, QoS etc. As it's Sky, I can't replace and use a Netgear.

Is there a software method? I found a program called NetLimiter accidentally - will this work? I am happy to tell them they HAVE to install it on their computer if they're to use the internet, as it's my line and account.

I'd like to check how much they're using, and ideally limit/shape if possible.

Any ideas?

(We're all on a wireless lan obviously)
 
It looks like a great bit of software, but I'm having trouble setting myself up to remotely access the statistics. I am on the permissions page within NetLimiter, where it shows a list of Accounts & Domains (and their permissions), but I can't seem to add an Account from another domain. What's the account/domain syntax?
