Software for PDA

Can someone help. My pal (who is more computer illiterate than me) has been given a HP / Compaq H3850 PDA. I would assume that the previous owner has wiped it clean and maybe even formatted away any OS it had. It is recognised by PC but in the hand has no OS on it at all.
What is required to get this up and running ie. PDA OS, PC Outlook type application, Syncing software etc.
Please help with even the most basic of info.

Excuse my ignorance is MS Pocket PC 2002/3 installed on PDA or PC.

He says that all he gets is a white screen with red band across the top with text "align screen" and it goes no further.

Can you also tell me how do you do a "hard reset".
