Software to force a DVD Reader to read at 1x

I ideally need to find some software where I can copy a file from a DVD but tell the drive to operate only at 1x speed. Does such a thing exist?

Annoying that it's harder to patch the firmwares on drives nowadays. Go back 10-15 years and the manufacturers released tools to limit them in the firmware.

Saying that, the days of optical media are limited.
