Software to force opening an app on the monitor that the start menu / run was launched from

I've got my triple monitor setup for wfh and I've got that annoying problem of no matter which monitor I launch the app from it always opens up either on the last monitor it was closed down on OR the primary monitor; instead I'd like it to open on monitor 3 IF that is where I pressed the start menu... does any body know of any software?

I'm running Windows 10 Enterprise (its a work device) so Windows Store preferably as its not blocked but otherwise I can convince my BT to isntall (they're happy to as long as its not a game etc.)

Any ideas?
