software to upscale old video files

Hey, I have some old video files which I have converted from vhs and the resolution is tiny, is there any decent software which can upscale the video resolutions to at least 720p?

You wont gain any detail. Where do you want them, on DVD, for local playback on PC?

local playback, but the laptop isn't even recognising the dvd+r's, neither is the PS3, however I am able to play the DVD back on the original vhs to dvd converter (Philips DVDR3320/05), tried AnyDVD, doesn't see anything

Yes, but there's no point. You'd just end up with a file that looked equally bad but was much, much bigger. If you want more detail then you need to get it out of the source.
