Only one I know of is Windows Washer. I have absolutely no idea if it is still around or how good it is.
You could just use the HDD tools from your manufacturer and have it zero-fill your HDD a few times? Not sure how effective this is but I couldn't recover some files when I accidently zero-filled part of my harddrive once
I just use the Western Digital drive tool to write 0's to the drive. If your really paranoid, you could run it multiple times on the drive to make sure no one is getting at your files.
