Soldering advice

Got a pico psu here that has a component that's broken off... is it going to be safe to solder it back on? Looks like there's very little room to attach it as it's not soldered through the pcb but simply on top of it... how can I go about fixing it?
 
It's a surface mount component.

What I'd do is add some flux to each pad heat them both up as best I can and press down the component, possibly favouring the side that's up against the 8 pin ICto get that in place and then touching up the other side. Tricky as the component is large and not a lot of room but at least with a large mass of solder it'll take a few seconds to solidify.

You might also be able to slide the component over the melted pads. You may need to refresh the solder on the pads and the component as well.

Can't have been a very good joint if it's just broken off like that.
 
Hmmm, but how to I get the solder in place... surely it'll solidify before I can move the bit into place?

It was an ebay special so no doubt of dubious quality!
 
I've soldered loads of tiny LED SMD components and they usually go on ok while the solder is wet so I'd have thought given the mass of solder here you should be ok. as long as you don't wait around too long.
