Solid Modelling PC Spec

a 1060 wont be sufficient for solidworks if you want it to function correctly. Solidworks likes certified drivers which are generally for the Quadro and Firepro cards, without these drivers features like realview will not be available and in my personal experience it can become quiete problematic with random crashes and graphical errors especially in large assembly models/drawings.

You can modify the registry so solidworks thinks you have a certified card but if the machines soley for CAD you may aswel buy a compatible card to begin with. Its been a fair few years since i last used Inventor but iirc that also had certified drivers.
 
Inventor is fine with a 980, should be fine with a 1060. It doesn't take much juice to draw cad model graphics unless you're working with insane levels of detail. Can't speak for dassault.

It's single core performance that's key. Multi core only comes into it for multiple drawing views, rendering, and fea. That's all post production, the majority of time is spent designing so go for fastest single core
