Why are you ordering a 5500? I hope you got it damned cheap because the gimped L3 cripples it in gaming to the point of it being on par with a 3600, which would probably be cheaper if you bought one second hand.

Why are you even bothering to change motherboard? You're not going to run into performance issues with a 5500 on a A520M, it reads like you're spending money for no real benefit and if you're on such a tight budget it's literally becoming detrimental.

Can a 3600/5500 run a faster GPU without bottlenecking? Sure, even at low resolutions like 1080P you'd be more or less fine with something like a 9060XT but if you're saving up for one anyway why insert another stop gap and expense?
