ok so i gave my brother my old x800xt for his computer (which too is old) but when i go to install the drivers and CCC everytime i restart the computer it reverts back to how it was before installing the drivers and comes up with new hardware found etc and reverts back to the old resolutions as well, (as if no drivers have been installed) also to note that i tried instaling service pack 3 and it shows as completing yet when i restart it reverts back to service pack 2.

any ideas what could be causing this?

have you done the usual (disable firewall, install in safe mode etc)??
I have a mate with a similar problem and it turned out to be a corrupt hard drive... simple formatting solved that one.
