I am having lock up/freezes and shut down problems.

Both with the FX9590 and the CPU i have in now FX4350 only popped that in to see if things got better, but they are still the same.

The FX9590 was badly over heating when i did a stress test, to the point after only a few seconds the PC shut down.

Voltage sensor in bios reads

3v +3.336

5V + 5.014

12V + 12.097.

I have an asus crosshair v formula-z

and

Enermax EPM1500EGT Platimax 1500W Full Modular 80+ Platinum Power Supply

I did start one but didn't leave it running for long, i will do it again over night. How long is best to run it for??

I just can't seem to get a stable system no matter what i do.

It can be very annoying when things like this haapen.

Have another go, have you checked your hard drives and or SSD's.

To be fair i have had about enough, i have spent a fortune and built it myself, i am on the verge of giving up.

What should i be looking for regards the SSD? I have a Samsung 840evo AND 3 EXTERNAL Hard drives.

Run ATTO or Crystal Mark bench test just to check the performance really, can you try these items in another PC?

It may be the case you have a faulty motherboard, it might be the case of returning and getting the place of purchase to test it out.

On the PSU front can you try another one?

Are you sure you fitted the cpu cooler correctly?
How hot was it getting?
What were idle temps?
Did it only crash under load or was it doing it at idle too?

I stripped it all down and rebuilt it, left all my external hard drives disconnected (3 of them) plus printer and both sides off.

I ram p95 for 20mins ish and the CPU sat at about 36c with fans on max speed.

I shut it down plugged everything back in, put the sides on, rebooted, it crashed.

Could it be lack of air flow ?? Or one of the external connections??

No wouldn't crash that quickly due to bad airflow plus 36c at full load sounds fine to me though not familiar with amd cpus these days.

As Damien said repeat again then add one component at a time to see whats causing it...also check that rear panel isn't somehow shorting out something on motherboard or on a cable etc
