Some GPO Options don't appear after import of ADMX

Recently I placed the 2012 R2 ADMX/ADML files into our 2008R2 domain and DC. They all seem to have appeared and work but with further investigation, there are some that don't appear where they should.

For instance, Interactive Logon: Machine account lockout threshold which should appear in Comp Config/Windows Settings/Security Settings/Local Policies/Security Options, doesn't appear (yet it's there on a 2012 R2 DC for example).

Why might this be happening and what's the best method to resolve it?

It's OK. I succumbed to installing RSAT on a Win8.1 box
