Some help with 5820k new build... I'm baffled

This is confusing me, but I'm a newb to overclocking so I imagine it's something obvious.

I have a 5820k with an Asus X99-S, and 16GB 2400mhz RAM.

Upon first installing everything, the auto overclock in the BIOS indicated in that I was getting just under 4.2Ghz. CPU-Z and Core Temp in Windows (8.1) however, didn't seem to show this.

Since updating the BIOS (to 1103), it isn't showing anything higher than 3366mhz in the BIOS, despite using the auto overclock. In Windows now, I don't know what's going on, because in CPU-Z seems stuck on 1223.8 (although occasionally jumps to 2000 and something), and Core Temp is jumping all around 1200-3000+ (but mostly under 1500). What's going on? Can someone explain all this to me?

I don't know what I should be putting the TPU/EPU switches on the motherboard to. Currently it's on TPUII and EPU.

Are you stess testing in Windows? If not the cpu will downclock to save power. Run Intel Burn test whilst you have CPUZ and Core temp open to monitor cpu usage.
 
If it is on the multiplier will change at lower loads. However at full load it should stay at your overclocked frequency. That's what my Haswell does anyhow. :)
 
I am starting to think I have a dog of a chip, as anything more than 4.3 and it won't get past boot screen. I am new to this, but I've set it at 42x multiplier with 101 BCLK, 1.3v.
