Some power issue or connection

Hi all

So I've built another Gaming PC from a few used parts and some new, I'm having a strange issue with the Keyboard and mouse, When I plug the pair of them into any of the USB ports on the rear I/O they just flash on and off that's it, no power after that, the PC starts up fine and stays on its just the connection issue with Peripherals...

I've checked with the manual that I'm using the right Header on the board for everything!

What could be the issue?

Issue sorted, I didn't realise I wasn't getting signal to the monitor when I was trying to install windows and this was due to a stick of RAM being faulty, now I've found this the pc runs through it's checks on start up and the keyboard and mouse are working...

I've been out of the building game for a while so making noob mistakes again
