Something good and cheap to noise cancel when in a busy office or cafe?

Anyone recommend any over hear comfy headphones or even noise cancelling ear defenders for a noisy environment like a cafe or busy office?

I don't want anything fancy, but something to block out noise when I'm in a noisy environment and trying to concentrate.

Do noise cancelling headphones work when no music is playing?

I have a pair of bone qc 25 noise cancelling headphones that have excellent sound and incredible noise cancelling.

They aren't cheap but you get what you pay for...
