Something is chewing up my connection

I have recently switched ISP's from F9/Plusnuts to Ecplise.

So far so good except that the connection runs slower than me (and at last check I did a 20 sec 100m :p)

If I disconnect my dads PC then bam - full speed is restored. When he phoned Eclipse to query this problem they told us something was consuming the entire upstream bandwidth.

Since closing any Bit Torrent apps down has no effect on restoring speed I assumed something on my dads PC must be having a bit of a laugh.

Spybot/AdAware come back clean and DUMeter isn't much use as it doesn't specify what program is sending data.

Anyone got any ideas what next? (bar total formatting of my dads PC?)

got a firewall on your dads pc? try blocking everything then allow each application at a time to see what is taking up the bandwidth. it could be a trojan i suppose?
 
Tried that - Zonealarm is blocking everything yet somethings still getting through apparently :|

I guess it could be Eclipse's end though....
 
Or look for wierd process/connections with this.

It's highly unlikely to be Eclipse if you're behind NAT and it fixes itself when you disconnect the machine.
 
Other option would be to install a trial of NetLimiter. When I last used this, it showed me what programs in particular were consuming what bandwidth.
