I'm getting different CPU speeds and or different temps depending on the program ...

I cant hardly see anything on that picture but I kno Orthos doesnt recognise a multiplier change other than the chips default multiplier.
 
From what i can make out, you're running at 8x400? Thats 3200MHz and correct, some programs read the multipler as the highest the chip is capable of instead of the current one hence why that program is saying 3600Mhz (its assuming 9x400), see your my computer properties, it'll say 3.6Ghz as well. As for temps, coretemp is usually right, download and run TAT to make sure.

try that one. ... although I'm sure the multiplier lock is the reason ...

with regards temp is CoreTemp the most accurate ... in which case its a good 10 degrees higher than anything else.

Ya its your multiplier being 8 rather than 9, and download TAT to see if it matches up with CoreTemp although their a pretty good temps for a Quad at 3.2GHz.

Well I dont know a lot about water cooling tbh, but 70c for a Quad Core OC'd to 3.2GHz under load isnt bad, just download and install TAT and see what that sais first.
