PC was running fine for a few weeks... tryed to turn her on this morning with no luck :(

Opened the case and the internal power fan on the PSU does not turn... im sure it did before! It was also making a buzzing sound like a short circuit when trying start.. Thing is that the LED on the mother board comes on and my USB wireless receiver lights up.

Any idea what could be wrong? I think its the power but am a little confused by the low voltage thats making it through the board.
 
I'd say you should be fairly confident that its the PSU. It might have sufficent power to light an LED, but not the entire system.

I take it you haven't messed around with the power button on your case? If that were damaged it would cause the same issue.
 
some PSUs the fan only spins when it gets hot.

slight fan movement or LEDs lighting up is a common occurrance when the PSU is faulty.

what PSU is it ?

The bios was set up so that I could power up by pressing my keyboards space bar.... so its not the button.
 
the only way to test a PSU is either connect up a new PSU or plug the current one into a new system.

i've changed a fair few of these PSUs so its not as if it's uncommon

Mine failed the same way, but blew a few household fuses for good measure. A replacement PSU will see you up and running in no time!
