Just had a similar situation - my son's 6800ultra AGP died. I replaced it with an X1950GT AGP for £99. It runs at 500/1200, but the core overclocks to 641 rock solid!! I would say it was about a 60-70% improvement over their 6800ultra :D

OCUK don't have anything suitable in your budget for AGP, the closest match is an X1650pro or a 7600gs. Both are 256MB cards and both cost about £70. You might be better off looking 2nd hand for your budget.

You can get an XFX 6800 XT for not much over your budget, im not sure how it compares to the 9800pro though, id imagine it would be better being a 6 series though. :)

I've a 7600GS that you can have for £50 delivered, it's a Palit and only a few months old. Haven't overclocked it cause I've had Vista since I've owned it new from another shop and haven't bothered finding a utility to do it well.
