Ok I have been reading up on the 650 and 680 mobos and just had a really simple question:

What are people talking about when they say they have lowered the 'strap'?

Never heard anything about a strap on 939 mobos so wondering what it is and what does it do?

Sorry again as its probably a really noob question?
 
This essentially refers to the chipset timings. Just as when you up the frequency of your ram you have to relax the timings.

This is why you see 965 based motherboards overclocking much further than the 975 equivalents. Its because the timings are looser and clock for clock they are not as fast as the 975 based boards.

Most of the time the strap adjustments are automatic, although the newer motherboards often give the user the option to adjust the strap manually.
 
The Abit AW9-Max and the Intel Badaxe 1 & 2 are the only 975 boards that I know of that give you this option. I think the Nvidia 680i boards have some pretty fancy strap options, but I've never owned one and don't know much about them.
