Sound card buzzing

I get buzzing from speakers when i move a window, scroll, or computers under load. I suspect it might be the PSU, as the 12v rail is quite low. I have replaced my onboard with an x-fi and had the same problem on both.

Could a rubbish psu cause this?

i have 600W and i still get the BUZZ/CRACK noises i had no luck with creative products with this silly problem that most ppl seem to have

i have changed PSU main board mem and always have it
 
I believe averyone gets this, but it isn't usually noticable :confused: . I can hear little noises when scrolling etc if I use headphones at max output, but it isn't continuous and is very quiet. Mabye what you describe is different?
 
I have on board sound and I get it too...

But it has only just started when I changed my PC case, my un-adapt the sound devices that came with the new case
