I'm using an EVGA 590sli mobo, and the southbridge heatsink has a really tiny loud fan, do you think it is ok to just unplug it? I don't think the southbridge gets that hot, but there isnt enough clearance to fit a larger passive heatsink.

I wouldn't. The fan is there for a reason and if they can cut cost by not putting one they would.

You'll just have to replace it with a new one or go for one of the Zalman or Thermalright chipset heatsink I'm afraid.
