It's Valve. They are the greedy gets. Capcom wouldn't let Bionic Commando: Rearmed go on to Steam because Valve were taking too much % for hosting it.
 
I should add, it will probably be one of those 50% weekend specials in a few months time as the metacritic rating of 57 won't do it any favours.
