sparkup install help

Sue this is simple but im stuck.

I have downloaded macvim and moveed the icon into the applications folder. now i have downloaded and unzipped sparkup and the instructions are

Installation
------------

Copy the contents of vim/ftplugin/ to your ~/.vim/ftplugin directory.

(Assuming your current dir is sparkup/vim/)
$ cp -R ftplugin ~/.vim/

I cant find the ~/.vim folder ??

~ is your home folder where your house icon takes you.

Have you tried running the program yet? as it may create the folder on first startup? it not there's nothing stopping you from creating it yourself. But on default all new folders created in the home folder takes on the security settings like if they was the public folder.

normally all programs settings are saved in the ~/Preferences folder for each user and \System\Preferences for system wide settings.
