Spec a build for a friend? £450 WITH OS

My friend is switching to pc and has £450 to spend on one.

He already has a mouse, keyboard and monitor.

The PC has to be micro ATX, run as quiet as possible and be able to play games pretty well at 1080p.

He cant stretch any higher at all and needs an operating system.
