Spec a pc for streaming 3d.

Hi all , My brother in law has just got a 3d tv and has been looking at upgrading his old pc for a while now.

Is it possible to stream his 3d bluray back ups to his new tv, its a PANASONIC TX-L47ET60B if that matters, his current pc is a few years old now Athlon dual core , 4 gig and using onboard graphics and he has wanted to upgrade it for a while.

I have had a look myself and not sure as to go amd apu or or cheap intel and gpu.can anyone spec a pc that's mainly for email,surfing, streaming the above the only gaming is my six year old playing angry birds so don't need a 290 or 780 lol. will be using current monitor, keyboard etc just need the base unit and would like to keep it as cheap as possible, Thanks
 
Thanks for the help guys haha really made my choice easier :p

Anyhow I've been looking at a couple of low end builds for him and still not too sure what would be better all round to go for ie a Pentium g3220 paired with a 7750 gpu vs amd a10 6800k which would be the better option, any help or addvice would be appreciated as with the lower end stuff i'm not so clued up about if it was a £1000 gaming rig it would be far easier

Can I ask what budget you would like to do this on. ?
Then we can spec you the "best" options for your budget. :D
