Right whats the best spec could you build for not much money.

This doesnt have to include case, monitor, hd, optical drive etc....core components only.

Say under £400 for cpu, decent cooler for overclocking, mobo, psu, gpu, ram

I was thinking about upgrading my old 939 setup to something like an LGA 775 with a Q6660 or Q9550 etc...can pick them up second hand for decent prices...then maybe something like a cheap GTX280 and it should be good to go..

Decent s775 boards, look towards Asus.
CPU wise, do you need qud core? Or would a decent clocking Dual core do?
RAM, 4/8 Gb of decent branded stuff, kingston/corsair/crucial had some good stuff around at that time.

PSU I really woudln't buy 2nd hand, something like http://www.overclockers.co.uk/showproduct.php?prodid=CA-167-CM
would be a decent choice, I like these PSUs they're damn quiet.

Cooler wise Tuniq Tower, Thermalright Ultra Extreme, Silverarrow (sp?) were all top air coolers

as for GFX just use whatever you have left over, I'd be aiming at a minimum of something liek a 5870 if you intend to use it for games.

Shame you don't have access to MM yet, far better than eBay, plenty bundles fitting your description pop up on there, I even have one listed atm lol :p
