I presumed he needs a case? if not then change that for a Corsair 520W :)
 
Yeah stock coooler for the E2160. It will still sing.

Ditch that assmatic 2400. Whilst it is DX10 is will suck majorly (albeit quietly). If he plays games then he will thank you for the £70 OCUK ATi 1950 Pro. Best bang for buck. No DX10, but it performs like a champ.
To get the extra ££s for the graphics, choose the entirely solid ANTEC NSK4400 case with PSU for £46.99. Rather than the £70 Sonata.

[edit] In fact the spec doesn't ask for a case! Get the Enermax Liberty 400 or 500.

I like the P35 Abit, slightly more expensive but leaves massive upgrade potential rather than the other end of life boards.
