Spec Advice - £1200-1500 Budget

It's been 5+ years since my last gaming PC purchase, but I think it's time to invest again. I've been looking at the pre-config machines on the site, but after reading the forums I decided to ask for some advice. Also I gather that OC will build it for me, against a parts spec for a fee (is that right and does anyone know roughly how much?), to enable some different configurations. I don't want to build it, or install Windows 10 myself.

On top of the £1200-1500 budget, I'll be looking to get a 27" 144hz+ monitor. I already have a 60hz 4k monitor that I use with my PS4 Pro, but gather on the budget I've mentioned, I'm better to go for higher refresh rates, as there's more benefit to that, than going for 4k gaming using my existing monitor.

Looking for a quiet system regarding the case/cooling, 500GB SSD, 2070 Nvidia graphics, with the best option on Motherboard/Processor, pretty agnostic here, although have always used Intel in the past.

Now the motherboard is overkill and you could probably save £80 or so if you wait for B550 to be released in a months time.
Equally you can save £130 and get a Ryzen 3600 for the moment (hex core will be good enough for gaming) - and another £130 if you switch to a 2070 from the 2070 super.

I'm keen to stick with the 2070 super and the Ryzen 3700 as the base; welcome motherboard / case / cooling / RAM suggestions, for best in class vs. price point. Quiet is more important than looks with the case etc, also would water cooled be quieter than fan cooled?
I also need Windows 10.

Questions remaining:
The PSU is out of stock; any alternate recommendations?
Any concerns with future upgrades with the motherboard selection? (later CPU, RAM or GFX cards)
Is the case compatible with the components; I'm completely ambivalent on case selection?
Will the cooling / case be quiet, compared to others?
Are any other items required (thermal paste etc.), I have keyboard/mouse/speakers?

Appreciate the comments on Windows 10, I can take it off or not etc.
