A friend has asked for a spec for £1000. He will be using it mainly to run code on.
He is visually impaired so I've put in the cheapest graphics and monitor OcUK sell incase anyone thinks it a little odd that it has such a rubbish card.

I have recommended this but was just after some thoughts about it.

Its faster/cooler/less power hungry/cheaper.

So swap to a I5 2500K, 4 or 8GB of dual channel RAM and a P67 or Z68 motherboard.
