Spec check please

I'm upgrading my brothers rig for Christmas, I only need the main three parts and a cooler.

I'm going with an Intel Core i5-4670K and thinking of getting a Gigabyte Z87-D3HP as the motherboard comes with a free cooler.

Picking the right memory is where I am struggling, when I built mine memory prices were low and everyone just recommended 1600mhz kits because paying for faster memory for gaming was negligible, but prices have gone up and the difference in cost between 1600mhz and faster kits isn't as big, I've also read Haswell likes faster memory (don't know how true it is).

I have around £350 to spend in total which leaves around about £70 give or take for memory.

from what I've read sandy(and I believe ivy) didn't get much benefit from faster ram but rather the timing, haswell on the other hand likes faster ram so go for the fastest your budget allows.
