only thing id mention would be the PSU, id go for a higher quality one since your using high quality parts. i bought i hiper psu about a year ago, infact i bought 3 of them all at 480W and all 3 blew within the year.

Id recommend a Tagan/FSP/OCZ/Enermax
 
Theirs nothing specifically wrong with the spec you've put together, but I'll make a few suggestions.

First off, if it was me I'd either buy a E2160 and overclock it to 3GHz, which it will comfortably whilst saving me a few pounds and getting practically the same performance or fork out for the Q6600.

Secondly, although theirs nothing wrong with the PSU you chose, I like to think the PSU is the backbone to a system and therefore I'd suggest get a few pounds more and getting the Corsair 520W.

I'd also again, if it was me get a 22" at least considering their only a few pounds dearer.

I can second the corsair psu as i have one, never failed on me so far (touch wood)

I would DEFINATELY get a bigger monitor, minimum 22 if not 24 "
