Spec for Gaming & Art Pc

I am looking for some help on a PC that the girlfriend can use for doing her Art on it (with a graphics tablet), and myself for gaming on it. Since it has been quite a while since i have built my own PC.

My Budget would be around £550 but can push that to £650 if needed, this would have to include a operating system.

Any recommendations.

Was looking at the AMD X4 Raid" AMD FX-4 4130 3.8GHz DDR3 Quad Core Gaming System, with a Nvida GeForce GTX 650Ti Boost 2048MB GDDR5 graphics card, that is with Windows 8.1 64 Bit operating system, or should i just stick with Windows 7.

Don't need a monitor or keyboard/mouse, as already have one's around the house.

The 4130 is a poor cpu for gaming, something like this would be better.
