spec low budget gaming PC under £500

My bro is after a low budget gaming PC, he doesn't need any peripherals,screen or OS. Unsure what to spec for him would appreciate any advice.

He'll mainly the PC to play Diablo3 and Starcraft.

That PSU doesn't come within 10 miles of being "just as good"
