It will be the dram voltage increase - not setting TPU that will have let you boot to windows imo

Managed to really tie myself in knots by trying to clone windows from SSD to M2. Now not booting at all.
I had TPU1 on and 1.37 originally and that seemed fine. Dropping the volts seemed to bork it
