Ok freind has 450 to spend on a tower (No keyboard, mouse, OS required, so just components) He wants to max WoW and SC2.

Agree, for those games, the athlon x4 is the way to go, personally I'd try a cheaper psu like corsair cx430, should still be enough, and get better mobo

While I agree that 430watts should be enough power it does limit future options a little and the Corsair unit isn't modular . . . it also only has a single PCI-E 8 Pin Connector so won't power the GTX 460 unless an adapter is used?430w is enough to power that system anyway.
That is a really old and basic design, non "thermally improved" with the PSU sitting at the top and no roof blow holes? . . . there are plenty of better choices than this at around the same price point . . . . imho get a 500-600w psu (that ocz sx2 600), the 430w may do the job but limits any kind of future upgrades etc.
