Spec me a £650 gaming PC

What would you recommend for a £650 PC? It will be used for gaming. It is for a 14 year old so the more flashing lights the better.

Already got a monitor. It's adaptive sync, not sure if gsync or Freesync. Not sure if 75hz or 240hz! Probably irrelevant given the budget. Maybe do a AMD GPU and Nvidia GPU version?
Already got a keyboard and mouse.

Well, this has case with RGB fans, and also RGB RAM. Can save a tad if you don't need one or the other.
