Spec me a ~£700 gaming pc

The blu ray drive is the real money hog in this rig.

If you REALLY need it, go for it, but if you don't i'd scrap it if i were you.

There £30 Blu-ray players aren't great , so you need to pay £50+ for a decent one.

Additionally aint 16gb better for windows 8

The 670 but stulids overall build is better. :)

..and mine may not even work, as i said you'd have to contact CS..

If you can stretch your budget, id get stulids build and throw the GTX 670 in it. :)

No, you wont need 16GB of RAM for gaming.. or an OS.. I don't know where you got that from.. 8GB is more than enough for all of those tasks.
 
For price you cant really go wrong, if you had a little more on the budget then yes, you can get a better case.
 
So if I pre order what happens

Either the parts are shipped without the GFX card (follows when in stock), or its all delayed till the GFX card is in stock.

You can still use the system without a GFX card, but you will be limited to simple tasks as the built-in gfx of the Haswell CPU isnt great.

At the moment 670 is looking best but how much difference does the 7970 give?

Secondly I am concerned by the Psu as my past pcs have been fairly loud, is it possible to do silent on a budget?

The Antec PSU is quiet (don't think I've ever used a loud one to be honest).
