Spec me a 7950x build

My brother is looking to build a pc focusing on VM/Docker/Layers, with a bit of ML and moderate gaming.

Looking in the region of £2k, and I did a rough spec, but I am unsure on what mobo to get, as well as a cooler. I'm guessing AIO would be needed due to the tdp of the 7950x?

Ram I'm guessing 64gb of corsair non-bling 5600 should be fine, and likely going with the £420 3060ti as can't justify the jump to a 4070ti for his needs.

650w to 750w corsair should be fine with all the above?

This is where I got, with either the AIO sitting at the front of the case (top can only hold a 240mm rad) or just going with the Noctua.

Also thinking maybe the Meshify C for a slightly smaller footprint, but seemingly similar cooling performance to the Lian Li.

Thanks all, further discussions with him, he likes the compact nature of the Meshify C, and it looks like the Dark Rock Pro 4 will be a fine aircooler for £80.

Keep in mind, he will not be overclocking or anything like that, will be set up with stand XMP (EXPO?) settings and that's it.

Looks like I can up the RAM to 6000mhz for only an extra £50

He will look at extra storage if he needs it in the future, 1TB is fine for now.
