Whats the most secure but not bulky bike lock i can get for under 30gbp it cant be a d or u lock because of lack of carrying capacity ?

It's going to be a cable of some sort but you're onto plums if you want it to be really secure.

You can get good secure chains but they are pretty bulky. There is a reason that people buy D-Locks when they want good security. Will it not fit into your frame for carrying?

Yeah it wont fit on the frame because of the drinks container and pump its a real dilemma.

Or you could stick it in your backpack.
D locks are a lot more secure than chain/cable locks

If you're going to be using the same spot each time it might be worth just leaving the lock attached to the post instead of taking it home.

Also I would recommend a D lock , or a Folding bike lock which may be a lot easier to carry around.

The Kryptonite mounts go on at 90 degrees so the lock hangs out the back behind you if it's any help, so it will be well clear of the bottle cages etc

If your in a town centre, ditch the bottle cages and buy a bottle of water when you get there if you really need it.
