Spec me a Budget Printer/Scanner

My Dad's after a budget printer/scanner. Obviously there's loads of budget printers, but he doesn't want one that will be expensive to replace ink cartridges.

Anybody have any recommendations? I've had a quick look at this:

I've got an epson and it goes through ink like nobodys business. I hate it. However the quality is pretty good.

If it's just for documents, perhaps look into getting a cheap mono laster printer.
