Spec me a build for a family member

Hey guys,

One of my family members wants a PC:

We want something tidy. We want one that can play sims and have office and be good for a few years. What kinda budget is required for that?

So basically a low end PC, requires a monitor, mouse and keyboard. I have a spare copy of Windows with my MSDN so that should be fine.

Any ideas?
